FIA - National response centre for cyber crime in Pakistan- Not for public

my harsh experience with the cyber crime wing of FIA is that it is only for big companies who can pay good to the lawyer and who have nothing on stake as an individual or the complainant must be some one with some strong background otherwise he will be very much disappointed by approaching the wing because of following reasons:

  1. first of all very few people know how and where to lodge complaint against any cyber crime. 
  2. if by chance he is able to get there, he will not be entertained more than by taking his application from the reception which can be rejected from the reception on ground of that it is not their jurisdiction.  
  3. lastly if they keep his application even then he will have to make many rounds for making the application as an FIR. 
frankly speaking i think no individual who is a layman can go and approach this wing of FIA and make his complaint as FIR. very rare chances for any such happening.

PTA policies main reason for cyber crime in Pakistan

Pakistan Telecommunication Authority is a body whose duty is to regulate all sort of matters related to telecommunication. Either we are talking about mobile phone, land line numbers, internet connections in short we can say all sort of wired and wireless communication which can voice traffic and data traffic is done according to the policies and rules given by the PTA and all such  communication is licensed which is given by PTA.
As a practicing lawyer and cyber crime expert i have mostly seen that most of the cyber crime which we find in big telecommunication companies is encouraged only due to bad policy making of PTA. although policies are there but no one have time to give them a thorough detail counter check as these policies are not fool proof and vulnerable to cyber crime. I have seen a lot of cases in which the mobile companies are following the PTA policies/rules but even then the companies suffer because there were loop holes in the system given by PTA.
The mobile companies are on the suffering end and the PTA dont even bother to revise the policy or give a second thought to what they are making.

In Pakistan, i have mostly seen cyber crimes in form of abusing the information system instead of defeating the security setup for the information system which means that mostly the systems design in our environment are not upto the standards therefore the loopholes/back doors become reason or base for any sort of cyber crime.
